Utility Fraud? You might as well just say Utility Theft, because
that's what it is.
Sometimes it's identity theft; the crook can't get utilities in HIS
name, so he figures out how to set up the account in YOUR name.
Other times the crook figures out how to turn on the power (or water
or gas or cable or whatever) all by himself.
Just like shoplifting, YOU pay the price.
